How to fix the theta direction in a local cylindrical coordinate

Hello everyone,

I made a 1/8 model of a pressure vessel and I would like to fix the theta (circumferential) direction on the cross section.

Is it possible to create a local cylindrical coordinate system and add such a boundary condition? I have no idea how to achieve that.

you can have a look here to restrict nodes in certain directions, though not by a cylindrical coordinate system:
